Every year, the rankings arrive. Best cities for tech. Top destinations for finance. Most business-friendly states. They get shared, screenshotted, and quietly absorbed into board conversations -and they are one of the most misleading inputs a location decision can have.
Here’s the problem: rankings measure reputation. They’re built from surveys, composite indices, and yesterday’s fundamentals, weighted by someone else’s priorities. What a mid-market CFO actually needs to know is different: where are companies like mine putting capital right now?
Economists call this revealed preference. People say one thing in surveys; they do another with their money.
Locations are no different. A city can top a livability index while expansion announcements in your sector quietly cluster somewhere two hours away. A region can rank mid-table on “business environment” while attracting a striking share of new facilities in your exact activity -because the companies choosing it know something the index doesn’t measure: the specific talent pipeline, the supplier base forming around three anchor investments, the trajectory rather than the snapshot.
Flows also carry information rankings never will. When three of your peers and two of your suppliers land in the
same emerging location within eighteen months, that’s not coincidence -that’s a cluster forming in real time. No index will tell you that. The announcements will, if you’re tracking them.
